EICR in Chelmsford
An Electrical Installation Condition Report (EICR) is the inspection and test of a property's fixed wiring. For landlords in Chelmsford it is a legal duty with a five-year cycle; for homeowners and businesses it is the standard way to find out whether an installation is safe. This page sets out the rules, the local picture and what to do with the report.
Who needs an EICR in Chelmsford
Three groups ask for an EICR, and the rules differ for each.
- Private landlords. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require the installation to be inspected and tested by a qualified person at intervals of no more than five years.
- Social housing providers. Since 1 November 2025 the same duty applies to social landlords. Tenancies granted before 1 December 2025 must have their first inspection before 1 November 2026.
- Homeowners and businesses. No fixed interval is set by law for an owner-occupied home. Businesses must maintain their installation to prevent danger under the Electricity at Work Regulations 1989; a periodic EICR is how most show it.
Chelmsford's rented homes in numbers
Renting is a large part of the city's housing. At the 2021 Census Chelmsford had 75,401 households. Of these:
| Tenure (Census 2021, Chelmsford) | Households | Share |
|---|---|---|
| Private rented (all) | 11,724 | 15.5% |
| of which: rented from a private landlord or letting agency | 10,479 | 13.9% |
| Social rented (all) | 10,017 | 13.3% |
| of which: rented from the council | 1,619 | 2.1% |
| Owned (outright or with a mortgage) | 52,748 | 70.0% |

Together the private and social rented sectors cover more than one household in four. Every one of those homes now falls under a five-yearly electrical inspection duty.
The age of Chelmsford's housing
The age of a building tells an electrician what to expect behind the walls. The Valuation Office Agency's count of dwellings by build period shows that 36.0% of Chelmsford's homes were built before 1965:
| Built | Dwellings | Share of 82,430 |
|---|---|---|
| Before 1919 | 6,320 | 7.7% |
| 1919 to 1939 | 8,050 | 9.8% |
| 1945 to 1964 | 15,320 | 18.6% |
| All built before 1965 | 29,690 | 36.0% |

Older homes are more likely to have had partial rewires, additions on different cable types, or a consumer unit without RCD protection. Those are common reasons for C2 codes on a report, so landlords of older terraces and pre-war semis in the city should allow time for remedial work after the inspection.
Houses in multiple occupation
Chelmsford City Council licenses houses in multiple occupation where five or more people from two or more households live and share facilities. A licence lasts five years and the council asks for a current EICR with the application. The council's public register listed 236 HMO licences when it was read for this page.

Reading the report: C1, C2, C3 and FI
The report ends with an overall result, satisfactory or unsatisfactory, and a list of observations. Each carries a code:
- C1, danger present. Risk of injury now. The electrician should make it safe before leaving, for example by isolating the circuit.
- C2, potentially dangerous. Urgent remedial work is needed. Any C2 makes the report unsatisfactory.
- FI, further investigation. Something could not be fully checked and needs investigating without delay. For a landlord, further investigative work the report asks for falls under the same 28-day duty as remedial work.
- C3, improvement recommended. Not a defect under current standards, and on its own it does not make the report unsatisfactory.
For a landlord, an unsatisfactory report starts the 28-day clock. Keep the report, the invoice for the remedial work and the written confirmation that the work is done: the council can ask for them, and the tenant must receive a copy.
Remedial work that needs building control
Some remedial jobs, such as a new consumer unit or a new circuit, are notifiable under Part P of the Building Regulations. An electrician registered with a competent person scheme can self-certify the work. If the work is not done under a scheme, it has to go through Chelmsford building control. The council publishes no separate electrical fee; its standard charge for an alteration costing up to £7,500 is £380 including VAT for a building notice or a regularisation.

For a consumer unit replacement in Chelmsford, ask the electrician which scheme they belong to before work starts, so you receive both the Electrical Installation Certificate and the Building Regulations compliance certificate.
Preparing for the inspection
- Give access to the consumer unit, the meter position and every room, including lofts and outbuildings with a supply.
- Tell tenants the power will be off for parts of the visit, and plan around anyone who relies on electrical medical equipment.
- Have the previous report and any certificates for later work ready; they speed up the inspection.
- For an HMO, allow for fire alarm and emergency lighting circuits being checked as part of the visit.
